Apstrakt:
Arhuska konvencija garantuje građanima pravo da blagovremeno budu obavešteni o informacijama koje se tiču stanja ţivotne sredine i ljudskog zdravlja. Njom je takođe regulisano pravo da građani učestvuju u donošenju odluka o ţivotnoj sredini, kao i obezbeđenje pravne zaštita kada im je pravo na učešće uskraćeno. U našem okruţenju sve češće „niču― izvori nejonizujućeg zračenja: grade se brojni sistemi telekomunikacija i dalekovodi, bez prethodnih otvorenih javnih rasprava i bez ikakvog učešća građana u donošenju odluka. Javnost nema informacije o izvorima, uticaju niti o posledicama nejonizujućeg zračenja. Kada se proces privede kraju ili kada se završi građani dobiju informacije, ali tada već teško da mogu nešto da promene i da utiču na donosioce odluka

Abstract:
The Aarhus Convention guarantees citizens the right to be promptly informed of the information concerning the state of the environment and human health. It has also regulated the right for citizens to participate in decisions about the environment, as well as the provision of legal protection when they were denied the right to participate. In our environment, more and more often "sprout" sources of non-ionizing radiation is being built numerous telecommunications systems and power lines, without prior open public debate and without the participation of citizens in decision-making. The public has no information about the sources, the impact or the effects of non-ionizing radiation. When the process is completed or when it ends citizens to receive information, but it was already difficult to be able to change something and to influence decision-making
